Actually, from what I've seen, most firearms instructors would teach that:
1. Action beats reaction. While it is clearly risky to draw on a drawn gun, you also can have an advantage on the BG in some situations. Try this sometime, experimentally. If the BG expects you to reach for a wallet, but you reach for a sidearm and fire immediately, it is tough for him to react quickly enough. Obviously, it depends upon many circumstances. Tough call.
2. I agree, once Dickson drew, he should have fired immediately ... double tap. He was simply lucky the BG turned and ran. He is very fortunate that he is not dead.
3. This is a good example of the thousands (millions?) of cases that are never reported. I read once where some anti-self defense nutcase argued that such cases (where guns are not fired) are more likely to be reported than situations where the BG is shot ... it was the most brain-damaged 'logic' I had ever heard. It is obvious that such cases as Dickson's are seldom reported. This was an exception.
I'm glad Mr. Dickson is still among the living. He would be well advised to take a firearms course, IMHO. OTOH, he survived his encounter ...
