Back in the spring of 1994, the Omnibus Crime Bill was being hotly contested (and in more aspects than the semiauto ban). I think in the time around March to May I had seen and heard of this little P.R. piece done with the help of Lloyd Bentsen (then head of the Treasury, and thus BATF) and members of Congress (most notably then rep. Charles Schumer) giving demonstrations to the media of the firepower of the 'semiautomatic assault weapons' that should be banned, and would be under the Crime Bill. There were two demonstrations that I am familiar with. The one I watched was that of Lloyd Bentsen shooting an AR15, though I did not see him shooting rapid fire with it.
The second demonstration was of rep. Schumer with the Tec-9. While I have seen still photos like the one at the keepandbeararms website, there was a video clip of him shooting it that two friends of mine had watched. I trust their observations, since both are knowledgeable shooters and collectors (one testified in Milwaukee against gun controls, and made Atty General Doyle look like an ignoramus when he told Doyle [who had said that felons were getting guns through the mail] that no one but FFLs can order guns through the mail, even so far as to get the specific section, subsection and paragraph of the Gun Control Act of 1968).
They both told me that they saw the clip of Schumer shooting off approximately 5 rounds from the Tec-9 in the video clip, and apparently suffering from 'phantom recoil' afterwards, because Schumer's arm(s) kept going up and back as if he was still shooting. After he realized that he had emptied the magazine, he remarked 'that's powerful'. I don't recall them mentioning anything else about the clip, but needless to say, it was the source of a great deal of laughing and speculating what would happen if he was handling something in a larger caliber.
