savage 11 .308 zqi 7.62x51 ammo bolt sticking

Had that issue with CBC 7.62x51 in a Remington 700. Got to the point where beating it out of the chamber actually bruised our hands. Traded it to the guy next to us for some American White Tail .308 which shot and ejected flawlessly.
 
I'm tracking that ZQI ammo is manufactured by MKE in Turkey. If you haven't added a dab (just a dab) of grease to your bolt lugs, that might help if you want to keep using the ammo. Other than that there isn't too much to do but accept that most M80 ball surplused into the civilian market was designed for machine guns or semi-auto rifles with 7.62x51 chambers, and can be hard to extract from the slightly tighter 308 Win chamber.

True. All the .308 and 7.62 ammo is the same thing, but commercial/civilian .308 chambers tend to be a bit tighter than military 7.62 chambers that are designed with function and reliability in mind.
