Redding neck doe

Neck sizing is only done with cases fired out of your particular rifle. You can set up an FL die to neck size only, but it's a lot of trial and error fiddling to get it right. Plus, as mentioned, you'll have to FL resize 'em again eventually.
You should be able to see by eye where the sizing stops on a case. If it's not right where the neck meets the shoulder fiddle, some more. You're looking for a slightly polished appearance. Might be a wee ring(don't worry about that).
Like emcon5 says, how you size has nothing whatever to do with the load used.
"...getting 1 inch groups with FL off a bipod..." Neck sizing isn't going to make anything better. .223 brass is cheap and readily available so it's neat and all, but not really necessary.

Generally speaking, yes. It is possible to have two rifles with chambers close enough together that neck sized cased from one will fir the other, but that is definitely not the norm. I had a pair of German Mausers I could do that with.

For me at least, the biggest advantage to neck sizing, particularly with the Lee collet dies, is you don't have to mess with lube, both figuratively and literally.
 
axis223 is looking for tips on his Redding neck die. Adjust the die as instructions. I don't have the standard Redding neck but I would think its just like the RCBS, sizes the neck & deprimes with the up and down stroke. My tip would be before I clean my fired brass,1- clean the outside of the neck & head area with 0000 steel wool, helps to see any problems occurring. 2- Tumbled with media or wet tumbled with SS pins, clean bass will keep dies trouble free. 3- Lube case neck and with a Q- Tip lightly lube the neck inside , helps smooth sizing with expander ball, your not neck turning so use the expander ball. Clean the lube off with alcohol. 4- check your case length , trim if needed. l trim every time I Jeep my trimmer set to .003 less then max. But that's just me. 5- Uniform your primer pockets , chamfer necks inside and out, clean flash hole 6- Priming, make sure you feel the primer bottom. Then your ready to load.
