Some dealers are just paranoid about gun shows.
My preferred dealer in Utah, almost 20 years ago now, was a gun show regular. She really only kept her store open to buy used guns to fill the table(s) at shows.
She knew the laws very well, but still refused to sell to nonresidents at shows - except long guns for Idaho residents. Just a personal choice.
She did, however, sell to anyone legal in her shop.
I never really got an explanation for it, but I assume she figured just saying no (almost) across the board at gun shows would eliminate potential headaches.
