Since Ohio FINALLY pushed concealed carry through in 2004 there have been some 50 or more changes and updates to the law, how it's written and how it works. Actually, it's gotten a little bit better here and there as we've gone along. A big part of that is that it was written really poorly in the beginning (I mean really poor!) so there was a lot to improve over time.
I think that's a good sign. I've got my share of problems with it no doubt, but it's likely not the worst of the 48 that allow concealed carry.
My bro-in-law is licensed in Michigan. I am licensed in Ohio. I also have a non-resident Florida permit, and with it, I can carry legally in 33 states. My bro-in-law with his Michigan only? Almost as many... 32, I think.
If you live in Ohio, a non-resident PA is a good one to have, but I've heard it's not necessarily easy to get. But my Florida helps me out tremendously as Ohio CHL holders just don't have as much reciprocity as many other states.
