NY State requirements to purchase a handgun?

Westchester Co. NY

Application is for a target permit only unless you can prove need. You also have to buy a gun before applying for permit. You get a certificate to pick up gun once you are approved usually seven months. There is also a home permit I don't know much about.
 
In my rural county there has been a recent 40 % increase in violent crime !!! Yes the drug dealers have extended their range to rural areas bringing gangs, guns and violence. I wonder if the officials would see this as a good 'reason' for a carry permit ??
 
NYS(excluding NYC) really only has one permit and it is for cc. In the early
80's our liberal judges took it upon themselves to start putting restrictions on them like hunting and target only

Y- The Penal Law does not specifically authorize the placing of restrictions on pistol permits. However, court decisions have supported the ability of licensing officials to impose these restrictions. Such an imposition is an administrative function of the licensing officer.

Licensees in violation of these restrictions would therefore not be subject to criminal prosecution
