Yeah, Sorry about the confusion however I did post (#4) my state which is South Carolina.

I found PA. from that link in the 9th post. I thought I had found another NH of a few years back of only $20 which now is $100!:D

As to reciprocity agreements, Kane is renegotiating them one-by-one. The law has not changed with regard to the reciprocity agreements.

What HAS changed is that the sheriffs are now required to capture the applicant's photo and signature digitally/electronically, which means that all renewals (as well as new licenses) must be applied for in person. Was this change made with the intention of making non-resident licenses more difficult to obtain and renew? I don't know. It may be simply an unintended consequence of the state's move to make the licensing system uniform and digital. (All bow before the altar of the almighty Digital.)

Or maybe not ...
 
Interesting contrast -- in the past, Connecticut has required renewals to be made in person. As of this year (I think) they now allow renewal by mail. I had to send in a passport photo, which was free at AAA since I'm a member. I didn't have to send in a signature, but the new permit arrived in today's mail and it has my signature. It looks suspiciously like the one on my old permit, so I hope it hasn't changed all that much in five years.

So PA could do renewals by mail if they chose to do so -- but it might require tweaking the law a bit.

Be sure and check if the state you want will honor an out of state permit. I live in Indiana and Sc, Fl and Ohio won't honor my permit. I checked into getting a non resident permit and Ohio will honor a non resident but Sc and Fl won't.
