No cash sales of ammo at Walmart?

With a couple exceptions is there anything in this "code" that most stores that sell guns are not already doing?

RESPONSIBLE FIREARMS RETAILER PARTNERSHIP:
A 10-Point Voluntary Code

1. Videotaping the Point of Sale for All Firearms Transactions. Participating retailers will videotape the point-of-sale of all firearms transactions and maintain videos for 6 months to deter illegal purchases and monitor employees.
Video is already common in retail environments.

2. Computerized Crime Gun Trace Log and Alert System. Participating retailers will maintain a computerized log of crime gun traces relating to the retailer. Once the program is in place, if a customer who has a prior trace at that retailer attempts to purchase a firearm, the sale will be electronically flagged. The retailer would have discretion to proceed with the sale or stop the sale.
I don't see how a store could implement this without help from the feds who are not in a position to do so legally.

3. Purchaser Declaration. For sales flagged by the trace alert system, participating retailers will ask purchasers to fill out a declaration indicating that they meet the legal requirement to purchase the firearm.
To buy a firearm you already have to sign a declaration called a 4473 UNDER PENALTY OF GOING TO JAIL FOR FALSE STATEMENTS.

4. Deterring Fake IDs. Participating retailers will only accept valid federal- or state-issued picture IDs as primary identification. Retailers will utilize additional ID checking mechanisms.
Most already do this, at least to some extent. And government rules already restrict what IDs are acceptable.

5. Consistent Visible Signage. Participating retailers will post signage created by the Responsible Firearms Retailer Partnership to alert customers of their legal responsibilities at the point-of-sale.
Non issue.

6. Employee Background Checks. Participating retailers will conduct criminal background checks for all employees selling or handling firearms.
Most retail stores already do this. Its illegal for a felon to handle firearms already, so I am guessing most gun shops already do some kind of BI to make sure they are not hiring felons.

7. Employee Responsibility Training. Participating retailers will participate in an employee responsibility training program focused on deterring illegal purchasers. The Responsible Firearms Retailer Partnership will create an online training system based on Wal-Mart's training program.
IOW, they will train their employees to do what the employer wants them to do. Doesn't every employer do that in some way already?

8. Inventory Checking. Participating retailers will conduct daily and quarterly audits. Guidelines will be based on Wal-Mart's firearms audit check procedures.
if you don't do inventory cheks on your firearms, it is a good bet the BATFE will do it for you.

9. No Sales Without Background Check Results. Participating retailers would prohibit sales based on "default proceeds," which are permitted by law when the background check has not returned a result within 3 days.
Maybe an issue. A lot of gun sellers won't go through with a sale in such a case already.

10. Securing Firearms. Participating retailers will maintain firearms kept in customer accessible areas in locked cases or locked to racks.
Does any gun seller NOT secure his firearms. At least the ones most subject to grab and run?

It seems to me that WalMart has suckered these guys into accepting what they already do.

Anybody ever hear of a 9pm ammo sale cutoff law in Florida?
Walmart was having issues where some of their employees did not know the correct procedures for selling guns and ammo so they stopped selling ammo at night when the sporting goods counter is not manned.

You now have to pay for ammo at the sporting goods counter. at soume point over night, that counter is not manned, so no ammo sales.

Ok, we've got two separate threads going on right now, folks.

Let's keep this thread for the cash and ammo question.

If you want to continue to discuss Walmart's firearms sales policy, please break it out into a new discussion.

PM me, Mal, or Johnksa if you wish to continue in that vein and we'll see about moving the gun sales policy message to a new thread.

Oh Man....and the beat goes on!

FRUMIOUS....thanks for your diligent efforts but, I'm afraid what we're seeing here is mass confusion among Walmart employees and managers.
I've purchased ammo at the Turkey Lake Road store dozens of times and there has NEVER been a question about cash, or the number of items that can be purchased...until now.
In fact, two weeks ago I bought 12 boxes of 9mm!
PS - the recent two boxes I bought were 100 packs of .38 Special.
***I just stopped by there again tonight and, as I suspected, THERE IS NO SIGN regarding a limit on ammo.

The John Young Parkway store has ALWAYS sold ammo "around the clock".
I work late at night and often stop in at 2 or 3 in the morning and, until now, have never had a problem...or even a question asked!
PS-PS - THERE IS NO FLORIDA LAW REGARDING HOURS OF SALE FOR GUNS OR AMMUNITION.

I guess we'll just have to let this go and chalk it up to poor corporate communications.

I bought some 22LR from Walmart tonight 9:20pm, and paid cash, but he asked me if it was for a rifle or a handgun. Although it was for my Handgun, I said rifle, just in case. This was a "store manager" not the Sporting goods manager. They never asked me as late as last Tuesday if it was for a handgun or a rifle.

And when I said rifle, he push a button after I answered. Must of been the rifle button..

From what Ive been told, there is one more step in buying handgun ammo through Walmart. At least the store I purchased from wouldn't sell handgun ammo to anyone under 21. Its something akin to buying a R rated movie.

The clerk was very nice and polite, but not very gun knowledgeable. Also this happened in a Florida Walmart.

This was also one of the few Walmarts in my area that still sells guns and did not have a 9pm no ammo sign, but every other Walmart I frequent has had the sign posted.

Elvishead,

I wouldn't be so quick to post that action on a public internet forum. You committed a felony.

The cashier's alert that comes up on the screen, when buying .22 ammo only, in my Walmart says something to the effect;
"If customer is 21 years old or less, ask for rifle or pistol" because .22 is legal to buy if under 21 IF it is for a rifle. Dumb, unenforcable law.

I just smile at the question usually because I've passed 21 a while ago, and they proceed on their own and finish the transaction. What I don't do is intentionally hastle the cashier.

NavyLT: do you have a cite to federal or NV state law on that? I'm pretty sure Elvishead is older than 21, so it wouldn't matter.

A considering I have/had rifles that will shoot 22, 9mm, 38spl, 357, 45, 44spl, and 44 mag; I'd say it's safe to say rifle for just about any ammo I buy.

Mike:

That sort of buying behavior is probably what has brought about this new ammo purchase limitation that they are now placing on buyers.

The sporting goods manager at my closest WalMart told me that they are only getting a trickle of ammo in at a time. Just a handful of boxes in any one caliber. There were only 4 boxes of .40 S&W and 3 of 9mm WWB on the shelf the last time I shopped there two months ago.

.

I have a question for some of you guys/gals. Does your walmart sell handgun ammo to out of state residents? Today I was buying some 40cal and when the cashier checked my license she mumbled to herself "he is a state resident" while she was punching keys. I haven't tried to buy at an out of state walmart, but was wondering.

In MI they never gave me any grief for buying ammo (I had a Florida DL at the time) ... But I always say its for a rifle :D

Ok, we've got two separate threads going on right now, folks.
Now there are 3 or maybe 4 and I don't feel like trying to untangle them all into separate threads.

If anyone thinks there's a good reason to re-open, PM me...
