I was rasing my eyebrows at that number too. Even if a person starts with that much ambition, I can't imagine it being sustained for long.
For a one caliber beginner, revolver cartridge, I'd go with a single stage RCBS kit for a few hundred dollars, and if after a year you're still burning through 1000 rounds a month, start looking at a serious progressive outfit.
