Weatherby's have 6 and 9 in-line lugs on their bolts--I don't notice any difference between them and any 2 lug bolts I have.
"...I eventually want to..." Hard to beat a .30-06 or .308 with a 165 grain hunting bullet. A 165 will kill any game in North America. Including big bears.
Mind you, a .270 or any other .25 and up calibre will do it too. The advantage of the .30 cal is mostly about availability. Both .308 and .30-06 are everywhere.
Which commercial hunting rifle really doesn't make much difference. They're all pretty much the same. Go to your local shop and see which one 'speaks' to you.

Actually all bolt actions are not the same and for the 1100.00 budget there's some really nice guns.
As far as 30 caliber guns the op is primarily an eastern deer hunter with the possibility of hunting elk some day, there's a shift away from 30 caliber guns because there overkill for most north American game.
Hunters are finally realizing a 6.5 premium 140 bullet will kill almost anything on the planet with less recoil, something the Swede's have known for a 100yrs. Tikka, Ruger, Browning and Montana all have 6.5 cm in some pretty nice 1K guns.

I have killed most of my 30 deer with a Mauser 98 custom rifle in 7x57. I really like the round. But now I use the modern 7x57 also known as the 7-08 Remington. I can't tell any difference in killing power. My 7-08 is a first model version model 7 with 18.5" barrel.
If I were to do it again I would get a Ruger American in 7-08 and buy a mid priced Leupold scope for it. That would be well under your $1100 budget and leave extra for ammo or an inexpensive reloading set up.
Last year I bought a Ruger American Rifle in 243 and am very impressed with it for a rifle I paid $275 NIB. And the stock is far better than the more expensive Savage I bought a few years ago. The stock on that rifle was like rubber. I spent another $150 to get a Boyde's stock for it and still sold the rifle. At a loss. I never lose money on a gun deal but I did on this one just to get rid of it.

Admittedly, one of the nice features of the Ruger 77 type rifles is their built-in scope mounts. Do they still throw in a set of rings on their new rifles?
