Actually, the link you posted was from immihelp.com, which is NOT a U.S. government website.

However, according to the Infernal Revenue Service:
U.S. National
An individual who owes his sole allegiance to the United States, including all U.S. citizens, and including some individuals who are not U.S. citizens. For tax purposes the term "U.S. national" refers to individuals who were born in American Samoa or were born in the Commonwealth of the Northern Mariana Islands who have made the election to be treated as U.S. nationals and not as U.S. citizens.
So yeah, all U.S. citizens are U.S. nationals, yet all U.S. nationals are not U.S. citizens.

That said, my main concern remains – legal immigrants mistakenly believing that they ARE nationals due to the ambiguity of the question on the 4473, together with the obscurity of the definition of this term under U.S. law.

Understood, but if you're a citizen, you can't be an illegal. :confused:

Then again, I understand the justification of avoiding a "Skip that question!" predicament, like that caused by question 12 on the 2012 form. Requiring everyone to answer every Yes/No question DOES simplify filling out the form, and saves FFLs the hassle of throwing away otherwise good forms due to one improperly checked box. :(
