new 22LR for under $450? preferably under $300.

Can't go wrong with a 10/22 you can find them ~$200, stock and after market parts are plentiful, reliable. I just got one for xmas, I already put 555 rounds of winchester hollow points through it without a single problem.

the marlin 891T series gets pretty good reviews. I bought a blue one and then when they made them a stainless. Both were very accurate. At $200 it is hard to beat as far as I am concerned. It is also nice to have a solid 22 that is not so expensive I worry about letting kids shoot it.
I did buy a williams sight for it at about $60 which made it much better.

looks like the consensus is to get a decently priced gun with a good scope and it should take me where I want to go for many years until I get much better.

there's no one saying that this 22LR is so much better even though it's 2x the price and a novice is going to ACTUALLY notice the difference.

Have you considered a lever action 22? I own a Henry and love it. The gun is really accurate, fun to shoot and was only about $230 brand new. I think they are closer to $300 now. It's a good gun for the money.
 
You can get a bolt action Marlin XT-22 AND a semi-auto Marlin 795 for $300. They both use the same mags so you only have to get one set of extras. Both are plenty accurate.
