N.I.C.S. is instant?

I was wondering about the CCW permit being a pass on NICS. I haven't purchased a weapon from a dealer in awhile. I take it that every state is treated differently. The ATF has this confusing chart: www.atf.treas.gov/firearms/bradylaw/permit_chart.htm

I also asked at a large local dealer what the deal was here (OK). He read to me from a printout stating that permits in my state which expire between 5/17/2000 to 11/30/2002 shall be subject to NICS (they are renewed every 4 years). Others are exempt. I have not tested this yet, but there is a show this weekend and I'm in a buying mood.

I live in Iowa at the present time. "Our system" involves going to the SO, and obtaining an "Iowa Annual Permit to acquire Pistols or Revolvers."
Handguns in other words. This permit is issued immediately at/by the SO, but not useable for 3-5 days. A delay introduced by the state of Iowa, and or, your SO.
BTW, this permit also applies to rifles and shotguns. Thereby eliminating the need for the individual NICS for every purchase.

While I don't like the idea of having a "Permit" to exercise the 2nd, I suppose I'll have to accept this in leiu of other much more restrictive methods known to exist out there.
