You are correct. That is a star over X mark which is classic Belgian. The rampant lion is used elsewhere on Belgian guns.

Seriously, it's a neat old revolver. I'd give it some gentle rubbing with 0000 steel wool and lots of oil just to knock back the surface rust. Then I'd give it a generous coat of Breakfree Collector oil to keep the rust from getting worse and keep it as a family heirloom.
