What do you propose the police in this situation do? Leave an officer with every person they find in a 1/2 mile radius to make sure everyone makes it out of there safely. I quess they could just stop looking for the escaped con and escort everyone home.

Letters? Letters for what? Because they didn't leave an officer with Mejii. You realize that every LE department in the country has limited resources, City council would rather spend their precious revenue on pretty statues for the park than proper police coverage. The kind of service you are referring to would result in an enormous tax increase to put vast amounts of LEOs on the streets. I think that would equal police state.
