I just hear about "Multi State Handgun concealed carry permit" could some explain this and is it available to any US citizen?

Multi state permit

Some states like Florida have reciprical agreements with other CC permit states. Florida permits are recognized and valid in at least 29 other states. For this reason Florida CC permits are good ones to have; plus they are good for 7 years

I am a resident of NJ and my understanding of what I heard is that If I purchase a Florida CC permit I can than carry in all of the participating states?

You have to look at New Jersey's CCW laws, and see which states they have reciprocity with. But a quick lookup shows that New Jersey does NOT recognize Florida. It shows:

New Jersey ID, IN, KY, MI, MT, UT

Also, you need to check, because many states have listed that if you are FROM that state, you must have THEIR CCW permit and can't go around their rules by getting a different states. The reciprocity rule is if those residents are visiting your state or you are visiting those other states. So basically, no you can't be FROM New Jersey, get a Florida CCW permit, and use that in New Jersey as a resident. But you need to look up New Jersey's rules.

Thanks for the explanation.
From what I hear NJ rarely issues carry permits of any type.
Is there a permit that allows you to take you pistol through other states if your traveling in a car or RV? I'm looking to be in Alaska and would feel far more comfortable carrying a defensive weapon while hiking in the woods.

Reciprocity

I can't for the life of me figure out why - if you are licensed in one state - it would not be legal for you to carry in all 50 states. After all, you can drive in all 50 with a single state driver's license, right? I think this is something that really does need to be seriously looked at by our state governments.

The correlation to driving answer is this...

some states don't allow you to 'drive' (carry) or you have to have a very expensive license and know a lot of folks in the right places to get one.

As for the N.J. person who is headed for Alaska... you don't really need anything for that state. The only reason Alaska even issues permits is because some states will only recognize a permit from a different state if there is a reciprical agreement... thus if you are from Alaska the only way to carry in a number of states is to have a permit even though in Alaska you don't need one to carry concealed or open.

Also, if you jump through the fairly simple hoops and pay your $117 to get a Florida permit, you need to look closely because some states, MY S.C. for example, only recognize a resident permit. Which means you have to be a resident of the state the permit is issued from.

It is my humble opinion that anti-gun legislators prefer the confusion surrounding ccw across state lines. Nebraska, for example, does not recognize my ks ccw permit even though co, mo, & ok do honor & welcome it. If reciprocity for ccw existed across all states, the anti-gun lobby would be further discredited when no one goes on a shooting rampage simply because they entered a different state.
I would love to visit Chicago again but I can't legally go armed and WON'T go unarmed so i'll take my family and discretionary dollars elsewhere.

Interstate transportation - ATF Publication 5300.4

Not that confusing. Just go to the source - ATF website.

§ 926A Interstate transportation of
firearms.
Notwithstanding any other provisions of
any law or any rule or regulation of a
State or any political subdivision therof,
any person who is not otherwise prohibited
by this chapter from transporting,
shipping, or receiving a firearm shall be
entitled to transport a firearm for any lawful
purpose from any place where he may
lawfully possess and carry such firearm to
any other place where he may lawfully
possess and carry such firearm if, during
such transportation the firearm is
unloaded, and neither the firearm nor any
ammunition being transported is readily
accessible or is directly accessible from
the passenger compartment of such
transporting vehicle: Provided, That in
the case of a vehicle without a compartment
separate from the driver’s compartment,
the firearm or ammunition shall be
contained in a locked container other than
the glove compartment or console.

Anybody that is legal.
I believe it was created for those hunters that go from say...Texas to North Carolina. No issues, just keep it locked in the truck. I recall there are some issues if you take too long in a state. It's meant to get from here to there with your guns.

If you have a NFA firearm, then you have other issues ie: you have to request to transport to another state.

Just to be perfectly clear, the safe transport law is absolutely not a concealed carry permit.

It ONLY allows you to legally transport a firearm that is legal for you to possess at both your origin and destination through points in between where it might not be legal for you to possess. The gun must be unloaded and in the trunk or a locked container. If, for any reason, you take it out of the trunk/locked container and/or load it, the law no longer applies to you.

Also, just to be perfectly clear. Concealed carry permits are issued by a particular state and are only good in that state. In some cases a permit from one state may be recognized in another state, but it's critical to understand that the laws that govern concealed carry in the issuing state are NOT applicable in other states that may recognize that permit. When you are in a state you must follow that state's concealed carry laws even if your permit is not issued by that state.

Yup..seen that. Just download their forms, fill them out and pay $25 per gun and your on your way.

No handguns in CA too.
