IIRC, the Scandinavians have a moving target test as part of their Hunter Safety and licensing procedure, but I'm not finding it at the moment. That might give you a good idea.
Old thread but it's right up my alley. The only thing close to OP's request that I have is built on a garage door opener track. Can be ran on a 700 watt inverter as it only has a 1/2 HP motor.
If anyone is interested, I also have several other homemade contraptions on the same channel. I don't go into any detail on the videos so I'm open to any suggestions or questions.
