Fit and Finish aside, It was the action that passed the Military testing, and is used by our servicemen.
It is a very reliable, servicable and capable shotgun that will last a lifetime or more.
 
I said it was reliable, I know the military uses them. An 870's action is just better along with a 37, and when I say 870 I mean wingmaster. I believe the military used 37's along with 870's at one point in time. Not so sure about the 870 though, I know police agencies use them. A Mossberg costs a couple hundred bucks, so I guess what more can you ask for out of it.
 
There are women of your wife's stature who compete with 12-ga shotguns; but, their guns are properly sized to them. A proper stock fit is very important in gun control and recoil management. Before you make your final gun selection, you (and your wife) need to try as many different guns as possible

As Zippy mentions above FIT is key. The issue arises where the cost of making the gun fit properly costs more than the gun in this price range, so most folks don't bother and instead try to fit themselves to the gun. That can be painful, especially when trying to fit a gun to two folks as diverse in stature as you mention. It IS easier for someone to adapt to a shorter gun than vice-versa, so get the gun to fit your wife.

PS - two ladies I shoot with are well into their 60s and shoot heavy 12 gauge O/U - one gun is 8.25, the other is 9.5# and these ladies hold their own VERY nicely
