Man o man, is Rich right about this:
Try calling the IRS with an Estate tax question. Here's what will happen:
First, you'll be transferred. To someone who knows about individual income taxes. Then you'll be transferred again, to someone else who may know the question, but who wants you to talk to another person. After being transferred to the other person, you'll be informed that you should never have been transferred, because none of the people you've spoken to know anything about Estate taxes. At this point, you'll be frustrated, especially because you just want to pay the government money. How hard is it to pay the government money? Very, because now you just got handed off to another person. Then, while waiting on hold, you'll be disconnected. Then you'll get mad, throw a book at the wall of your office, consider not paying anything to anyone, and then....
Call a lawyer who has been practicing tax law for 25 years, get the answer, pay the $225 per hour, have him prepare the forms, and send in the darn check. They'll cash it.
Welcome to working with the IRS.
3) It's a federal agency, like the IRS: Go to three different offices; you may well get four differing opinions, none of which will be binding.
