In his defense, the officer may have meant that the robbers were getting more and bold because, on TV, victims never shoot back. :)

The quote is poorly written. I blame the reporter for the vagueness of the quote, not the officer.
 
I also have been present at a couple of 'interviews' where detectives make statements to reporters. I usually get home in time to hear the news reports at 11PM...and sometimes I have to wonder if they are reporting the same story from the same scene I just saw them at...

I mean, not malevolent misreporting...just ignorance coupled with a heavy dose of idiocy.

I too find the detective's alleged statement troubling...but I'm not about to condemn him just because some local doe-eyed reporter thinks he said that.
