You should be able to get a great milsurp rifle for $200 or less. The carbine-sized rifles weren't very popular with most armies until recently, so you won't find as near the choices if you stick with just carbines.
I'd recommend either an Enfield or one of the Yugo mausers for a shooter. Neither of these rifles are carbines, but they are really fun guns. Both can be had in great condition for less than $200. If you do spend more money you'll be paying mostly for collectablity. If you just want a shooter, save your money!
