Department stores, hardware stores, even some drug stores sold guns and ammo into the 1980s (I have some primers with a Payless drug store price tag).
Now, some sporting goods stores don't!

When my brother was manager of a Firestone tire store in the mid-1960s, they sold rifles & shotguns. I bought a Stevens single shot .22 rifle from his store for $15. It was a closeout IIRC.
