Your idea is very good but I fear I can not get the rim straigth enough.

Brass is an better idea for material.

If anyone knows if that Traditions 5-45 grain powder measure can be closed all the way down. I appreciate.

Not that it makes any difference but do you have a piece of sand paper and something flat?

Sand the tip off until you get to the plunger, could even contact the plunger a bit. That would be as "zero" as you are going to get.

For that matter if you get the brass one and it canno be closed all the way down, you could sand, file or machine it down the same way. Not that you are ever going to throw a zero charge anyway.

I not even got the idea of cutting the Traditions powder measure down should it not get down to Zero. Mainly due to the fact I hat manipulating factory items (since it is easily screwed up).

But yes cutting the Traditions masure down with a lathe would be an possibility. I will consider it.
 
fwiw, while I own a decent balance beam scale and several digital scales, almost all of my reloading is done with Lee Dippers. Over the years, I've modified Lee Dippers to create a set of around 32 of them. Depending on the powder, my smallest dipper throws about a .5 tenths grain of powder....next size up throws around 1 grain of powder, next size is around 1.3 grain.

I prefer rifle powders that are small grain and meter well with my dippers. An example would be any of the Ramshot rifle powders, Accurate 2700, Hodgdon H380, H100V or IMR 8208. With such powders, I can consistently throw a charge of powder that should be within 1/10 of a grain of powder. The H100V or IMR8208 may have .2-.3 grain variation.
 
I do not like that much manipulating plastic dippers. Because they are plastic.
I like to leave factory items in factory condition.

It is stupid from Lee not making gradual increasing dippers from .1 cc to 4.5 cc increasing in 0.1 cc steps. Just stupid. Its like selling you an truck in which is missing 1 piston since the factory thinks you dont need it. Or selling you a horse with 3 legs since “its walking like that as well“. Stupid.
 
Plastic you can't put back if you messed it up.

Same Thing with trimming down the Traditions 5 to 45 grain powder measure: it is impossible to put the brass back again once you screwed up.

Those things (dippers, Traditions powder measure and ) over here are registred reloading items by the National Gun Agency and cost 3 times more than on Amazon.com.
 
Dippers also work surprisingly well with those powders that have a hard to meter reputation, such as Unique . I make and use dippers if I don't want to change the setting of my measure. They're great for loading 50 - 100 rounds. I got used to using the Lee dippers that came with the Lee Classic Loaders back in the 1960's and 1970's. Simple , cheap and effective.

On Maxam powder, Vectan powder and even on the Website of Vhita Vuori I can not find the 380 ACP caliber loads.

Is 380 ACP not so popular in Europa? I guess all those powders are of european origin. For all kinds of strange calibers they present load data. Just 380 ACP is missing.
