Is this a common rule at ranges?

You paid for the casing when you purchased the ammo.
It is yours. No shooting center should ever have some BS thing about
your spent stuff. Pick it up and take it home or throw it in the containers if you don't re-load.
That is common sense and no need to even think about the original post.
Youre in their place of business. You follow their rules. If you want to shoot their, you follow their rules. Dont like it? Dont shoot there. Pretty common sense stuff.
 
In Dallas pretty much all the ranges have that rule. However, I have never had a problem picking up my own brass. Once I got caught sweeping up the whole floor and they said something. I deserved that. I still manage to come home with more brass than I take to the range.
 
Regarding the carpet and shower curtain idea I see 2 drawbacks.
1. The carpet will trap lead and it will be difficult to clean out.

2. I've used 6 mil plastic to catch my brass, and it's amazing how often the brass hits the plastic dead on with the hot case mouth and it sails right through leaving a perfectly round hole in the plastic.

These are not insurmountable drawbacks to the concept of making indoor ranges more brass recovery friendly.
