Is there such a thing as ...?

The Model 10 would qualify as a very common all-around simple design with a great trigger and excellent inherent accuracy. Prices are rising on all older Smiths, but it shouldn't be tough to find a Model 10 in excellent shape for $500 or less.

In fact, for that budget, I would look at the S&W K-38 Masterpiece revolvers, which were K-frames .38 Specials like the Model 10, but with adjustable target sights, nice checkering, a smooth action, and many had target hammers, triggers, and stocks also. These were the Model 14 (6" barrel) and Model 15 (4" barrel). They are excellent and affordable, but prices continue to rise.
 
If you are talking materials both Ruger and Smith & Wesson make polymer revolvers. but if you mean ease of use and shoot ability I have to agree the S&W Model 10

I took my Mrs out to the range for the first time years ago.
I stopped at the display case to see what I couldn't live without, and she drew my attention to the S&W 638 (original "Bodyguard" with shrouded hammer) sporting hot pink stocks. I asked if she wanted to hold it, and we took it home.

She didn't like the trigger on my SP101.
She didn't like the weight of any of my other guns.
She didn't like the feel of the Glock the shop guy handed her, or the XDM, or the Beretta, on and on ad nauseum..
She liked that Smith, and that was it.

Find yourself a well stocked gun shop, and take her in.
Let he handle any gun that she takes a fancy to.
Don't worry about semi vs. revolver unless she has a physical handicap that would prevent her from operating the slide.

Once she has a gun she likes, then worry about caliber.
A woman will be far more inclined to learn to shoot "her" gun than any of yours. I shot that 638 with some of my 158gr LSWCHP 38 Special +P handloads, and didn't care for it. The Mrs shot those loads with no trouble.
Can't explain it, but there it is.
 
I recommend you buy a wheelgun you like and let her try it. If she doesn't like it just tel her no big deal and just offer to keep it yourself and get her another. You'll eventually hit one she likes :)

The model ten and police positive aren't CCW guns IMO. HD isn't CCW, but if your thinking one gun than I would want it to be flexible.

LCR seems like the place to start IMO.
THere are still sub 400 SW surplus revolvers out there though.
