A gun ban could address the "right" to feel in a positive or negative way. Richard's "agreement" is that if guns are banned, he will feel unsafe. The ban addresses his feeling of safety--he feels LESS so, whereas the same ban would no doubt cause another person to feel MORE so. Either way, feels of safety are addressed, therefore Richard "agrees."
The sum total of Freedom plus Security equals a constant. If you increase Freedom, you diminish safety. If you increase Security, you decrease Freedom. Your personal level of security depends on the Freedoms you are willing to give up to acheive that level.
In a society, k is a universal constant in that no matter how you tweak Freedom and Security, you can never acheive utopia with maximum security AND Freedom at the same time.

The funny thing is, prisons go into lock down when they have problems. It makes me wonder why they like to say a school went into lock down. Seems like a poor use of the term.
