Please stay on topic. The OP asked what kind of gun or what gun he should look for, not how to save money. TFL is not a financial advice workshop.
 
If I were to start again it would be with a .22. If you can find or afford a S&W .22 revolver that would be ideal imho.
If you like single action guns the Ruger single six or if you have small hands bearcat.

Semi auto 22s tend to be less expensive than revolvers. The Ruger Mk series is my favorite. You might want to look at the Buckmark, Neo, or Mosquito.
 
I have seen Beretta 92's of the police buyback variety for as little as $350. There are all sorts of police buy back guns out there that can be had for within the budget you quoted. You will just have to do some shopping around.
