Of course not, Bluesman, that would be silly. You can't even TOUCH someone else's gun without the FOID. You also can't have ammunition. The reason dad paid for my little sister's FOID card was that she borrows his truck and he had a vision of her getting busted for a single shotshell or something. It DOES happen. A guy got arrested to the East of me not long ago for illegal possession of firearms. He was perfectly within the law--had 3 pistols, all unloaded and cased with the ammo cased separately--but many of our cops will arrest you for not having the gun in the trunk, or for having loaded magazines somewhere in the car, or shells in your pocket, etc. These things are NOT in the statute but his case hasn't been thrown out yet.
The FOID gives you the right to handle, purchase, own and and transport firearms. You still have to be 21 to handle handguns or handgun ammo, 18 for long guns. You cannot carry a firearm no matter what. You can transport them in a vehicle but only if they are unloaded in a case with no ammo in the case.
