Hurricane a'commin... do you alter your CCW?

I live in Kentucky, so we don't see hurricanes. However in 1974 we were hit by a string of tornados. Much destruction. The bad guys took advantage of people being out of their homes. There was much looting of damaged houses. The bad guys just thought that they had some right to go into your damaged house and help themselves!
I think that I'd be much more heavily armed if bad weather was on the way. A friend of mine caught some guys going into his house with boxes just after the tornados had ended. They were going to fill the boxes up with his stuff! He had a .357 magnum strapped to his hip. He told them to "get on down the road". They did.

The sad thing about emergency situations is that things go from the "rule of law" to the "rule of force." The authorities, while meaning well, get that gut feeling that controls are more important than rules. For example, lets say you go to one of those shelters and forgot some important medication. Well, they might keep you at the shelter by force, despite the possibility of trauma or death, to prevent the rest from following you out to check on their property and getting injured/killed by the downed power lines, floodwaters etc.

This is why I'm interested in reinforced concrete construction for tornado/hurricane country. With good site location, a rebar & concrete house, steel storm shutters etc. I figure I can sit things out in greater safety, plus prevent loss/damage to my property from looters and vandals.
 
We don't get hurricaines where I am but during monsoon I don't change a thing. Well, I might wear a baseball cap if I am plinking in a downpour.
