How to know what powder is used in a manufactured cartridge

OK UncleNick you got me all freaked out . I load 357 with charges that if I'm lucky fill the case 20% and one I know is likely only 10% filled . The 10% fill powder is Titegroup which I've been told does not have positional issues but what about 4gr of W231 pushing 158gr bullet ? or other fast-ish powders in a 357 case that has a low fill %
