How to Close "The Loophole"... White House Style

Tom Servo, I am not at all on the spot for thinking that "in principle" background checks are fine. The fact false denials and delays occur does not affect the principle of them. If universal background checks are impermissible prior restraints, how is that they are permissible restraints on licensed dealers?
