If I really needed some I would pay up to 2.5 cents per case if all Federals or perhaps Remingtons.

I'd pay nothing, but I'll give it a good home if you want to ship it.
I haven't bought ANY pistol brass in years.
I find enough 9mm brass on my shooting trips, that I have NEVER bought brass for that cartridge. I usually come home with at least 2-300 more cases than I went out with.
It's so common, and plentiful on the ground (or given to me by other shooters that brass coming out of every orifice) that's it really not worth the effort to try and sell.

9mm is almost entirely a "labor of love" reload. Not quite as bad as 7.62x39, but close.
Bulk loaded 9mm can be bought for $0.16-0.15/round.... sometimes less on sale at sportsman's guide. It ain't the best quality, but will go bang and will hit a steel target at 25 yards. Cheap 9mm cast bullets can be bought for about $0.07/round shipped, $0.02/round in powder and a $0.03/round primer and you are at 0.12/round assuming free brass. If you use better bullets you can add a cent or two per round and get up to $0.14.
My point? You have to get essentially free brass to make that be worth it just for target ammo so you will basically have to find a way to get a lot of brass in a flat rate box or eat the shipping cost.
However, I have a local gun/reloading shop that will buy decapped and cleaned range brass. You might get $10/thousand if you can clean it, decap it, and sort it by headstamp. But in that case you are getting paid for your time, not the brass

You can tell from the type of shooter what they have (and the new box is an indicator)
Primers are also a good clue.
I just sort and keep the good stuff, RP, PPU, Hornady etc.

TruthTellers, I currently pay a dealer 2.2 cents per case as a retail price. The seller sorts out the steel, aluminum and berdan cases so I only pay for boxer primed brass. If the seller is making more than a child chained to a sewing machine in Bangladesh, I assume he's paying less than a penny each.
On the ground at your range is of totally unknown quality. Have 2500 or so Police empties, picked up on a CF range long ago that is entirely unusable due to what I think was lacquered in primers.

LOL , yeah I think it's funny when guys freak out about 1 or 2 cents more per round . Like the guys that say they wont pay $35 a brick for primers , never doing the math and realizing they are only paying 1 cent more per round loaded . Now with 9mm a penny is a bigger percentage then lets say 308 or 30-06 , you're not going to notice that penny when loading those larger cartridges and may not with 9mm .
It's like saying I load my match 308 loads for $.50 each but would NEVER load them for $.51 each that's just highway robbery .
Anyways I get a kick out of how reloaders think sometimes .

I pinch pennies on reloading components just like the next guy, but I sometimes get tickled at myself and my friends for squeezing a penny here and a penny there on components, then take our $xxx pistols with the $xxx trigger jobs and the $xxx aftermarket sights to the range on senior day to save $3.
I would convert that to people in general.
The guy who slipped by going down range with an AR strapped over his shoulder and pointing down.
Due to the angle all I could see was a strap, no big deal, until he turned around. Oh *&^*
Universal of any range that allows a gun down range (up being the ? also I think all are pointed up )
Two guys reported me to the range master for politely pointing out the rules are not to touch anything on the bench.
Both put up "attitude ".
He laughed at them and pointed out it was rule 4 or thereabout.
