How good do I have to be to build a 1911 myself?

If you buy a frame (Caspian, of course) you aren't 'making' a gun.
You're finishing it.

You'll go through the same paperwork for the frame as a whole gun.

Hey, Country Boy!

My mistake, it's "Hallock", not "Halleck".

"Hallock's .45 Auto Handbook". Published by The Mihan Co., 4917 Karen, Oklahoma City, Oklahoma 73135.

I picked up my copy at a gunshow, years ago. $11.95, then...

Lots of general info, history, proof mark info, inspectors. Good specifics on reliability and accuracy tuning for the do-it-yourself person.

Regards, Art

It's not hard at all, but...

do it right and enroll in the NRA summer gunsmithing program. I'm probably going back for engraving (which I've been avoiding for over 15 years now but now that I'm building "golden era" long rifles there's no choice) and color case hardening this summer.
