How do I dispose of old contaminated powder.

Nitrocellulose degrades when exposed to UV light (sunlight).
I would have to check my organic chemistry books to find out just what the steps are.
Nitric acid will combine with components in the soil to produce nitrate salts and oxides of nitrogen, if my memory serves me.
