Within those parameters, and given the gun she's chosen, I'd look at a belly band. My personal preference in bands is the www.pistolwear.com PT-Two, but she might find it easier to conceal with a Galco Underwrap.
If a belly band isn't in the cards for whatever reason, she might find out if the Flashbang holster is available for the Tomcat yet. It wasn't, last I looked,but that might have changed.
Undershirt-based carry methods come in two types: 1) the kind that lets even a lightweight gun slip around, flop around, wiggle and leave unsightly lumps under your clothing, and 2) the kind that squish your boobs into nothingness and make you look like you have no figure at all. The second type works, occasionally, for exercise wear.
