I believe the phrase means a small handgun capable of being placed into a "kit".
First aid has it's first aid kit. Kit guns go into tackle boxes, glove compartments, small survival kits, etc. It's a catch all term.
 
The Brits still refer uniforms and gear as kit. In addition to the military, if you google soccer/football jerseys and outfits and you get kitbag.com and such. Same with South African uniform manufacturers.

I think for a kit gun it is still a toss-up. As for a serious woods gun for places like bear country, the large bore revolver still seems to dominant.
