Handguns being shipped with fired cartridge?

What a crock. My Rugers have come with them. So, when you buy a Ruger in Maryland, what happens to the casing? Does the dealer send it to the state? Is the customer required to send it? What does the state do with it? And what problem is it intended to solve?

Here's what I find funny - as in cockamamie: How is the CSI team going to pick up a fired case from a revolver? Presuming one doesn't need to reload on the spot.
 
Wobble, the case is sent to the Maryland State Police. The collected case were supposed to help solve crimes by allowing the MSP to trace cases at crime scenes back to individual firearms.

However, this has apparently never actually worked since the program began in January 2001. There have been 'hits' but none have actually been presented as evidence in any case.

The MSP now want to shut down the program and apply the funds to other programs that work.
