H. B. 195 - Texas Open Carry

I'm glad they dropped the class requirement for renewals...

Also FYI Texas will convert your CHL to nonresident now if you move, just change the address and they'll do it... I know in the past they wouldn't

Oddly enough they put a red "Veteran" stamp on it, I found that odd and unnecessary for a handgun license

My understanding is that if your DD214 is on file with the state, or you provide it to DPS for Driver's License, it gets added. You may also request that stamp when you renew.

I just can't imagine any reason that your veterans status belongs on a handgun license.
I know you get a veterans rate for the fee...

How else is the trooper who pulls you over for speeding supposed to know that you're a mad dog killer with PTSD issues, just teetering on the brink of starting a mass shooting there on the side of the highway?

FYI: HB 195 was the Constitutional Carry bill and it is dead. The carry bills that still have a chance are SB17/HB910 (Licensed Open Carry) and SB11 (Campus Carry).

Dunno, based on the feedback I've heard from veterans, they feel like they are actually more likely to get preferential treatment from the police if their veteran status is known.

What I have heard is that using your state issued ID with a veteran stamp on it gets you discounts at retailers that offer them to veterans easier.
If like me, you did not retire from the military, (no retired military ID) you don't have to carry a DD214 around with you.

But back to the OP...... Anyone know where the carry bills are at now? Any date on getting them to the floor for a vote?

Current Status

SB 17 was received by the House on 3/18 after passing the Senate. No movement that I can find after that.

It's exciting the strides made in the area of right to carry..

On a side note, I'm not going to show a CHL to get a discount at Applebee's... I've never got much preferential treatment, nor have I asked for it... On the contrary, I have received less than preferential treatment because I was a vet. I can't fathom the reason it's listed on a firearms license

It may vary based on location. I don't currently live in Texas. Where I am currently working, I don't think status as a veteran would get you a break from a state trooper or local cop even if you threw in a dozen Dunkin' Donuts. They're just generally not nice people. Most (all?) of the smaller departments hire officers trained through the state police academy, so I'm pretty certain it's a function of the mindset inculcated in them by the academy.

HB910 (The House companion bill to SB17) was reported favorably out of the House committee with substitutions (presumably to make it match the amended SB17 but I haven't seen the new text yet) around the 26th. It goes to the Calendars Committee for a floor vote to be scheduled now.

Campus Carry still has not left committee though, which is a problem.

Campus carry would really help. I really hope that gets passed. Sometimes, when in downtown Austin or near the campus, it is impossible to know what is campus property and what is not campus property. It's not like there is a chain link fence all around the campus warning, "this is part of the UT campus".

Also, some of the buildings are part of the campus, but look like regular commercial buildings. You see that building that says AT&T near the Bullock IMAX building? That's a campus building, but I can see how someone would think that was a regular commercial building.

Open Carry (HB910) has been scheduled for a floor vote on April 14. The third reading of the bill usually takes place the next day, and if it remains identical to the Senate version, it goes to the Governor's desk after that.

Campus Carry is in the Calendars Committee but not yet scheduled or considered (has already passed the Senate)

NFA Shall Sign was reported favorably out of Public Safety and has been considered in Calendars; but no House floor vote scheduled as yet. It still needs to go to the Senate as well.

NFA Defense to Prosecution was just reported favorably out of the House Public Safety Committee on April 8 and is on its way to Calendars. It too needs to go through the Senate as well.
