good starter rimfire pistol?

"...can't do anything else with a pistol in Canada..." The only thing you can't do is hunt or carry one for self defence. There are other types of target shooting, like IPSC and IDPA, et al.
Start by deciding what you can afford to spend. Then go try a few handguns on for size. A handgun must fit your hand to be able to shoot it well.
You'll have to try a box of as many brands of ammo as you can to find the ammo any .22 both shoots well and cycles the action. The price of said ammo means nothing.
Where you are here matters too. No shooting at all without the daft ATT. Club membership is required in most Provinces now.
 
T. O'Heir, From what I understand you cant do any backyard or outdoor shooting with a restricted weapon either which is what I was getting at. Here in BC its still legal to discharge non-restricted guns on crown land(following certain rules, such as min distance from roads/private property etc.)

There is a place a hour out of Vancouver where everyone goes to do target shooting, a old gravel pit on crown land. There is a half dozen people there every weekend shooting all forms of long guns, cops show up every once and w while to make sure things arnt getting out of control but they usually don't find anyone breaking any laws. But From what I understand it would be illegal to take a restricted weapon(ie any pistol) there to do some target shooting.

Which seems absolutely screwed up to me. I cant go plinking with a 22/45 in the back woods, something that doesn't even have enough power to smash thick glass at 200 yards, but buddy with a .50 cal sniper rifle is free to go out there and cut trees in half at 500 yards all day long.

Something is seriously wrong with Canadian gun laws.
