Fist Handgun

My father Whom is a Police Officer and I trust his opinion very highly said that for the money and quality to go with the KEL TEC PF9 what is everyone else opinions on those? and I actually would like to be a bit cheaper then exactly 400 so I can have a bit of ammo as well.

I had a Kel Tec PF9 at one point. Besides the long trigger pull, low capacity and it "biting" me when I shot it, it was a great little gun for the money. The PF9 will function when needed but is not fun to shoot.
 
Thank EVERYONE for there opinions it was a lot of help! I have narrowed down to five guns! 1. A CZ 2. Sig 2022 3. A Ruger 9mm 4. S&W M&P 5. A glock. If any of you want to help me with my choice on those I would appreciate it. What do one of the guns have over the other?
 
+1 on 9mm. the one i have that i feel best accomplishes all 3 tasks of HD, CCW, and range fun for under $400 is the cz p07 duty.

sub-$400 price range semi auto pistol...

In the market for a decent semi auto around $400.00, I would look into a major brand, used(like new or good condition) law enforcement trade in.
Sites like JG Sales, GunsAmerica.com, Cheaperthandirt.com, Gilbert's Guns, Buds etc have good prices & choices.
A used SIG Sauer P6/P225 9x19mm, a Beretta 92 or 96 pistol, a 3rd gen S&W like a 4546 .45acp or a 5946 9x19mm, a Walther P99 in .40 or 9mm, a Glock 23 or 22.
A used SIG P229 .40 or a Glock 22/23 are a smart pick IMO because you can switch out the barrels from .40S&W to .357sig. ;)
With some major pistol models you could also buy a .22LR kit for cheap, low recoil(less wear & tear) skill training. These add-ons run about $200-300.00.

If you are inclined you can also buy new springs, magazines, sights, grips, barrels. Parts & service work are a lot faster & easy to replace than a DA revolver.
There are a few $400 range NIB pistols out there but quality and service life may vary.

If you can afford to go just a bit more, Jet Guns http://www.jetguns.com has the Sig SP2022 with night sites for $437.00 in 9mm with 15 round magazines or the same gun with standard sites for$383.00 but they only come with 10 round magazines and the 40 caliber for $371.00 with 12 round magazines or the Smith M&P 9 or 40 full size or 9 compact for $439.00 these prices include shipping. I am not affiliated with Jet Guns in any way, but they do have reasonable prices and I have had very pleasant experiences with them.
