first time semi long range rifle/cal?

Get a heavy barrel 700 in. 243, and have it rechambered for 6 br Norma. Or, just buy a Savage. The 6br is tough to beat at mid range.
 
COOPER???? Don't know if I would trust them. I have 2 that have enough frequent flier miles back and forth to the factory for me to take a trip to Hawaii. I know of 10 others in my area alone that have been defective and had to be returned. Most of them more than once.

My 25/06 went back twice because the mag. would not come out. My 338/06 went back because of fit and finish and because the bolt was sticking before it was ever even shot. It went back again for mis-fires.

Other know problems: Bad extractors, bad ejectors, scratched stocks right from the factory. Mis-sized chambers causing sticking cases. In my area you cannot sell a Cooper because they have such a bad reputation.

They are shooters if you get a good one, but they are having a lot of problems since the company was sold to Wilson Barrels.

Thinking about this a little more, get a Remington 700 SDS Varmint in .308 Winchester.

Get good glass for it, 30mm tube, 20 MOA base and at least 20X max power. Buy quality and you will never outgrow it. Something like this: http://www.midwayusa.com/product/21...-85-25x-50mm-side-focus-mil-dot-reticle-matte

Depending on how you will be shooting, you may want to replace the stock.

The 6.5s will hold a little less wind, but .308 is fine for the ranges you are talking about, and there are a ton of excellent quality components available, as well as loaded ammo if you so choose. There is also an extensive base of 308 LR shooting info available.

When you get good enough that the rifle is holding you back, get it re-barreled in whatever the heck you want.
