Fast-twist .223 Bolt-Action Rifles

I have a Tikka T3 also with the 1:8 twist.

I haven't shot anything over 64gr, but I have shot 64gr 55gr and 40gr bullets through it and they were all accurate.
So even though your twist will be best suited for heavy bullets you should be able to fire the light ones too (if you have a Tikka).
 
"Buy a savage action and put a barrel on it with the twist you want."

Or buy a COMPLETE factory Savage that already has a barrel with the twist you want on it...
