Hand held rifles shot from prone or benched have been shooting MOA or smaller groups for decades. Aperture sights aimed at bullseye targets do that shooting the best scores.
I once put two 10-shot rapid fire groups, each in a 70-second time limit, inside 3 inches at 300 yards. Shot with a 7.62 NATO Garand with its standard post front sight.
Seen several service rifles with post front sights and bolt action match rifles with aperture front sights do that same thing. And these same rifles put 20 shots slow fire into 7 inches at 600 yards; 1.16 MOA. Best group shot with aperture sights I've seen was a guy setting a National record putting 20 shots in 4 inches at 600 yards.
