Dual residency in buying handguns

Yeah, unfortunately those present the same problem as regular passports in this regard.

To be honest, the biggest problem we have here is the dealer's lack of cooperation. A recent tax bill from Virginia, coupled with the OP's NJ license, meets federal requirements.

I tried to be able to purchase in MI as I pay taxes and have place there etc. but live in IL.
so now you either get a carry permit or u need a one time permit to buy that get from local police.
They denied my carry permit saying I needed to be full time resident.

Since it's my residence and property I can bring them from IL.
I'm supposed to register each one with the sheriff in MI but have not gotten to that yet.

Could you go to the DMV and simply get an " ID card" as opposed to a drivers license? Would that make them happy?

My problem is that the VA FFLs I visited all want to see a Virginia photo ID to sell a handgun - period. I can’t get a VA DL unless I turn in my NJ DL, which I think would make me a resident of VA for all other purposes as well, which I would rather not do at this time.

Not to pry, but unless there is a very good reason as why you don't want to do this, it seems like your best option at this point, if it is legal.

So pick an FFL and visit him every day with a passport and your compilation of city/county water bills, or better yet real estate tax bill. Sooner or later he will look up the pertinent info just to get you out of his hair.
