and you can't put a scope on it if it's break-action

umm yes you can.

doubles and even more so drillings are pretty common here in Sweden and most people have scopes on them

many use some sort of quickrelease system and scopes with 1-5 magnification

I have a scope on my combo gun (16gauge and 222rem) with the 1 magnification I can even shoot clay pidgeons

I just bought a Heym PH double rifle and that made me OUCH!. I can just imagine one of those.
