Aren't the income tax laws passed by Congress, not to mention the legislatures of the various states, plus a few other jurisdictions as well. Yet we probably aren't paying enough taxes as it is. At least the government is running a huge deficit, if you weren't aware of it. All government income, practically, comes from taxes, mostly income taxes, both personal and corporate. Reagan's theory was that if taxes were reduced then spending would have to be reduced. Well, it wasn't.
Of course, we haven't always had income taxes and will not necessarily always have them either. But we will certainly have taxes, at least if we want government. Government isn't doing a very good job at some of the things we have government for, so maybe we ought to try getting along without it for a while, just as an experiment, you understand.
You will also remember that we did not always have the federal government either. I mean under the constitution, that is. Before that we had the confederation (the president under the articles of confederation was Robert E. Lee's father). But it didn't work out very well and at the time, they were willing to give something else a go.
Nowadays you might get the idea that the rich don't pay taxes. That may or may not be true but at one time, in some places, only the rich paid taxes. For that dubious privilege they generally felt like they had a right to run things and they generally did. Question: how are things different now?
