As far as LEOSA, wouldn't he have to have at least ten years? All I saw was "former police officer." I thought there was a requirement for retirement or minimum service period - which the guy could have met.
(I have mixed feelings on LEOSA; I don't object to LEOs getting reciprocity everywhere, but I do object that the rest of us do not.)
