CZ 527 .17 Hornet, some factory rounds are a TIGHT fit?

On some rounds the bolt handle is REALLY hard to close.
I would say that 1 in 10 rounds exhibit this behavior.

I measured the spent cases:

Is the discrepancy in these dimensions causing the problem?
(I don't see how it can be anything else because 9 out of 10 work perfect.)

Hornady sometimes is like that in their 270. I have not had any tight bolt closings with my 527.
