Winchester makes the Model 70 in two versions, a push feed and a controlled feed. The Ruger is not "just like" the Mauser, and the pre-war Model 70 was a modified 1903 Springfield, not a Mauser 98. The main reason for "controlled feed" was not to prevent jams but to prevent leaving a live round in the chamber for the bullet point of the next round to hit the primer.
